A quiet audience is a reason to review the program, not an automatic instruction to send another campaign. Cannabis customer re-engagement planning should distinguish uncertain data, changed preferences and genuinely inactive records before deciding whether any further contact is appropriate.
Define what inactive means
Choose the observation the team is actually reviewing and write down its limitations. Inactivity in one channel is not a complete picture of a person’s relationship with the business. Avoid turning a missing event into a confident statement about someone’s interest, circumstances or future behavior.
State the time window and why it is useful for this review. Do not adopt a threshold merely because it appears in another account’s playbook. Where source information is incomplete, describe the uncertainty and assign someone to investigate it.
Review permission before discussing messaging
Check current channel preferences, collection evidence and documented exclusions. Separate records that may be eligible for a reviewed communication from those requiring suppression or further investigation. A previous business interaction should not be used as a substitute for resolving the actual permission question.
Do not import an old list into a new audience simply to make it reachable again. Keep source and suppression decisions visible to the business and agency reviewers. If the available evidence does not support use, leaving the records out is a valid outcome.
Ask whether a useful communication exists
If outreach remains appropriate after review, describe its purpose without relying on discounts, purchase reminders or assumptions about personal needs. Consider whether the communication provides a clear way to understand the program or manage preferences. If it offers no distinct value beyond restarting contact, reconsider the send.
Review overlap with other activity and define what would end the sequence. The brief should not leave non-response as a reason to continue indefinitely. Document the owner who can pause the work when feedback or account issues warrant it.
Treat December as a planning date, not an advantage
A year-end review can be convenient for a team’s schedule, but the calendar alone does not establish that inactive people are more receptive. Account for approval availability, support coverage and competing communications before choosing a window. The same review process can be used in another month.
Record the outcome honestly
Report how many records were reviewed, excluded, left unresolved or approved for the defined purpose. If a communication is sent, separate observed responses from claims about incremental business impact. Close the review with a documented decision to retain, revise, suppress or retire the audience.
Place this work within the broader customer retention plan rather than treating it as a standalone recovery tactic. Hiigher’s managed AIQ marketing services can be discussed in terms of permission review, account cleanup and responsible lifecycle management.
